- premesso che:
il 13 gennaio 2011 si è verificato l'ennesimo caso di suicidio precisamente nel carcere di Capanne a Perugia;
il detenuto, giovane 23enne di Taranto si è tolto la vita, inalando il gas da una bomboletta, oggetto che tutti i detenuti hanno a disposizione per cucinarsi e riscaldarsi cibi e bevande come prevede il regolamento penitenziario;
il caso di suicidio per mezzo di inalazione di gas da bomboletta non è nuovo nelle carceri italiane, episodio che si ripropose alcuni mesi fa nei penitenziari Catania and Reggio Emilia;
