- given that:



at the Council of Ministers No 119 of December 17, 2010, proposed by the Minister asked, was approved the new draft decree of the President of the Republic on the "Regulations on the Organisation of the Ministry of Justice;

the text had to be sent to the State Council and the commissioni parlamentari competenti di Camera e Senato per i prescritti pareri necessari affinché le norme in esso contenute potessero perfezionarsi ed entrare in vigore, ma, allo stato, non se ne ritrova traccia;

il dipartimento dell'amministrazione penitenziaria in assenza delle norme suesposte non può procedere alle assunzioni dei vincitori e degli idonei dei concorsi relativi ai profili di educatore penitenziario, collaboratore amministrativo e contabile;

infatti proprio dall'entrata in vigore del decreto suddetto dipende l'immissione in ruolo degli ultimi 44 vincitori del concorso a 397 posti di educatore penitenziario, nonché di tutti i vincitori dei concorsi a collaboratore amministrativo e contabile;

- premesso che:


il 21 novembre 2003, il Ministero della giustizia, bandiva un concorso pubblico per la copertura di 397 posti di educatore penitenziario, nell'area C, posizione economica C1;

dopo un lunghissimo iter procedurale, tale concorso si è concluso il 13 giugno 2008;

allo stato, i vincitori of that contest have not been informed about the timing and method of recruitment -:
