- given that:


at the Council of Ministers No 119 of 17 December 2010, proposed by the Minister asked, was approved the new draft decree of the President of the Republic on the "Regulations on the Organisation of the Ministry of Justice", the text had to be sent to the State Council and the Parliamentary Committees relevant House and Senate for the required opinions to ensure that the set-up measure could be perfected and enforced;

now, nothing is known on the progress of the proceedings concerning that decision. The only thing certain is that the Department of Prison without such a measure can not proceed with the recruitment of suitable candidates and winners of competitions relating to the prison's teacher, administrative assistant and accounting

fact, its entry into force of this measure depends, unfortunately, the role of input in the last 44 winners of 397 prison places an educator and also to all the winners of a administrative assistant and accounting

also without improvement of this measure will never be possible even in appointing all remaining eligible on the list of courses concerned, the assumption that the current Government is committed to be following the discussion of numerous parliamentary questions, and with a variety of motions bipartisan presented during the debate on issues affecting the world penitentiary;

in particular is worth remembering that this is now banned in competitions as far back as 2003 and that for the 44 educators pending recruitment, belonging to ' final tranche of 397 winners, the economic coverage is already earmarked for them and the Department of Administration penitenziaria ha già proceduto anche all'assegnazione delle sedi. Appare del tutto evidente, quindi, come, da un lato, ulteriori ritardi hanno già leso e lederebbero ancora più i diritti di coloro che come i 44 educatori in attesa di assunzione vedono ritardarsi ogni giorno un diritto acquisito e legittimo e, dall'altro, si aggrava ulteriormente la già insostenibile situazione che il mondo penitenziario vive a causa del tristemente noto sovraffollamento -:

se non ritenga opportuno provvedere con urgenza alla presentazione alle camere del suddetto schema di decreto del Presidente della Repubblica recante il regolamento di organizzazione del Ministero della giustizia affinché siano dati i prescritti pareri e il provvedimento possa enter into force.
